ABOUT THE MISSION
SOLIDARITES INTERNATIONAL (SI) has been working in Syria since 2012. The mission employs nearly 300 national staff and more than 40 expatriates, and has a budget of 25 million euros planned for 2021. There are 3 implementation offices in Syria (2 in North-East Syria/NES, 1 in North-West Syria/NWS) with the coordination based in Amman – Jordan. North West Syria (NWS) programs are managed remotely from Amman
Si has been an active humanitarian actor in the NWS for over 9 years, working mainly in northern Aleppo (Azaz, Souran, Al bab and Jarablous) in the WASH and RRM sectors. The SI office, located in Souran, is the main NWS base office with a staff of over 65 providing assistance to over 150,000 beneficiaries in 61 camps, and a newly established office in Idlib.
As part of SI’s evolving strategy to cover more areas and different programs, SI has opened a new office in Idlib to help implement its new shelter and WASH programs in the region.
In addition to being a leading and widely recognized WASH actor, SI is now bringing its expertise to the shelter sector where it will implement new shelter projects in the region, including the design and construction of new units. decent housing.
SI will explore the possibilities of starting an FSL program in the NWS pending availability of funding.
Challenges in the NWS will include a possible reduction in funding for the NWS and the closure of the Bab AL Hawa crossing point in the event of a Russian veto on UNSCR that will end funding by UN agencies and the stopping cluster coordination. Another challenge would be to find ways to integrate and interconnect sectoral responses, in order to provide a holistic response to the different vulnerabilities at stake and to the different populations, whether they are hosts, returnees or displaced people, urban or rural communities.
ABOUT THE JOB
The Deputy Field Coordinator for Programs (DFC-P) will manage and support the project managers for the implementation of IS intervention and projects, ensure the relevance of the activities implemented in accordance with the annual national strategy of SI, and will propose new interventions in line with both this strategy and the evolution of the humanitarian situation in the area. The DFCO will pay particular attention to the development of innovative approaches and integrated strategies. The DFCO will support the FC in representing SI programs to partners and stakeholders
The main challenges:
Security inside the NWS is volatile and justifies specific arrangements for accommodation and travel in the intervention areas. Compliance with strict security procedures is necessary, while security levels may vary according to different geographical locations and changes in context.
Priorities for the first 2/3 months:
- Ensure coordination with partners on programmatic aspects, ensure
- Support the viability of the FSL sector
- Support newly approved shelter projects.
- Pilot lessons learned/capitalization exercises for FS and LLH/ERMS
Main responsibilities and activities:
- Ensure that operations comply with the strategy of the multi-year program and are consistent with the IS policy and the needs of the population, in close coordination with the Field Coordinator
- In coordination with the Deputy Country Director for Programs, ensure that all programs are implemented in accordance with IS technical standards and donor guidelines.
- List and summarize the methodologies, approaches and intervention experiences of SI and other actors
- In close coordination with the MEAL department, ensure that clear program monitoring systems are in place; quality, transparency and accountability are maintained throughout program implementation phases
- Ensure that quality criteria and indicators are monitored and lead to decision-making: adjustment of activities or shifts in results depending on the evolution of the context
- Ensure recommendations from program evaluations are taken into consideration and corrective actions are put in place
- Update and disseminate procedures, guides and tools, including program implementation, monitoring and evaluation tools
- Coordinate internal and external program evaluations.
- Ensure compliance with the project quality framework
- Coordinate with partners
- Strengthen the integrated approaches/synergies initiated within the IS intervention components, and the new sectors recently or soon to be opened
- Launch technical assessments to strengthen the strategy, including in SAME (Support for Agriculture/LLH) and sustain the programs
- Difficulties of access: field visits from the mission to the base are not always possible, but SI maintains good relations with the Turkish authorities who sometimes allow expatriates to visit.
- Ensure the coherence and synergies of the various projects
- Ensure internal and external program coordination
- Lead the construction and writing of new project proposals/modifications in close collaboration with the Deputy Country Director of Programs and Grants Officer/Reporting and Communications Officer
- Supervise and coordinate the activities of the various projects between PM
- Harmonize practices, tools and activities across different areas and projects
- Develop capacity of program managers, deepen understanding of their roles
- Initiate and lead program workshops if necessary and continue capacity building on a daily basis
Specific skills and experience:
- A degree related to international relations and/or project management would be an advantage.
- FSL training would be an advantage.
- A minimum of 4 years of field experience in humanitarian aid and/or development programs.
- Previous experience in managing a team of expatriates is highly valued.
- Previous experience in coordination and representation is essential.
- Previous experience in difficult and insecure areas is essential.
- Previous experience in the Middle East is appreciated.
- Previous experience writing proposals and reports is a must.
- A first experience in RRM is a plus.
- Previous FSL experience is an advantage.
- Excellent communication skills in written and oral English
- Good computer skills (Excel, Word, Google Earth)

IF YOU PROPOSE
A salaried position:
According to experience, from 2200 euros gross per month + 10% annual leave allowance paid monthly and a monthly Per Diem of 785 USD
SI also covers accommodation costs and travel costs between the expatriate’s country of origin and the duty station.
Holidays: During the mission, a system of alternating between work and rest is set up at the rate of 7 working days every three months. For a one-year mission, the expatriate will benefit from a break of 7 working days at 3/6 and 9 months (with 850 USD allocated by Solidarités).
To these break periods must be added the granting of 1 additional day of rest per month worked > i.e. 12 days more for a one-year contract**.**
Social and medical coverage:
Expatriates benefit from a set of insurances that reimburse all health expenses (including medical and surgical expenses, dental and ophthalmological expenses, repatriation) and a provident system including war risks. The essential costs of vaccination and antimalarial treatment are reimbursed.
The position is based in Amman, where living conditions are very good. The office and GH are top notch.
When traveling to Turkey and NWS, the team is accommodated at the hotel (usually in Killis, can also be in Antalya, Gaziantep or Ankara depending on the purpose of the visit). The hotel offers comfortable living and working conditions
Turkey (Gaziantep and Killis) is completely safe with no curfews or movement restrictions. The northern Aleppo countryside is unstable and unstable.
